    I've been successfully using Offline Explorer as an offline browser for years. It is very good as a stream recorder as well. But it is a little bit pricey. If you like its stream recording features, but you don't need to download complete web-sites, you may use Mass Downloader or Replay AV (both programs share the same stream capturing engine with Offline Explorer Pro).

    Offline Explorer Pro can be very useful for some specific purposes. For example, if you need to download a web-site with a huge number of small media streams. I used it to download hundreds of pages from an educational web-site containing dozens of audio streams. No doubt it was the best alternative. It has saved lots of my time.

    Also when dealing with SMIL presentation metafile (redirector) Offline Explorer Pro might be your only choice. If there is a complete presentation including text, links, pictures, or anything else (.rm, .ra .rp, .rt, .swf, .jpg, .gif, .bmp) in addition to just the streaming media file, then OEP will be able to properly get the majority of such files (although it depends on a format of SMIL metafile).
